    　一九九八年，谷開來出版了一本有關美國法律制度的書，當時她已是冉冉升起的政壇新星薄熙來的妻子，同時也是一名成功的律師。她讚揚了中國對謀殺嫌疑犯的死刑追訴快速且具有確定性，相較之下，死刑案件在美國法院受到的是冗長且詳盡的審查。無疑，谷從來未曾想到她可能成為代表中國刑事司法制度缺陷的世界性標誌人物。然而，她因謀殺英國人海伍德（Neil Heywood）將在合肥受到的審判，必然會將全世界的注意力都聚焦於中國刑事訴訟的不公平，即使她大多數的同胞由於政府的信息封鎖并不知道這些令人不快的現實。

The Government has proposed amendments to abolish certain mandatory provisions in the Misuse of Drugs Act.

The proposals will make drug trafficking offenses by drug mules no longer punishable with a mandatory death penalty, but will instead provide discretion for the courts to provide a term of life imprisonment with caning provided that the drug mule cooperates substantively with the Central Narcotics Bureau.

Secrecy makes death penalty worse: prisoner rights advocate

NEW YORK — As a country with the death penalty, Japan stands out for the secrecy that surrounds its practice, according to a Japanese advocate for prisoners' rights who spoke Tuesday at the United Nations.

Connecticut Gov. Dannel Malloy signed a bill into law Wednesday that abolishes the death penalty, making his state the 17th in the nation to abandon capital punishment and the fifth in five years to usher in a repeal.
